I only have a 10.3 running, and made RPMs for that:

	http://www.root42.de/stuff/licq

You could try the KDE4 backports from the OpenSUSE build service:

http://software.opensuse.org/ymp/KDE%3ABackports/openSUSE_10.2_KDE4_STABLE_Desktop/licq.ymp

I am however not sure, how up to date that package is.
