Preliminary Debian packages for Debian stable

Hi!

I am trying to resurrect a regularly (e.g. at least once a month)  
updated Debian repo for Licq. You can find a current SVN build for  
debian stable i386 here:

http://www.root42.de/stuff/debian/

Builds for amd64 will come later, as will a real repository. I am  
still trying to figure out how to a) sign the packages, b) create a  
repository and c) automate this as far as possible.
