Sorry, I think I forgot one step. The right sequence is

  ./.bootstrap
  ./configure
  make bootstrap
  make

This is documented in the top-level README, but maybe a bit hard to
find. The make bootstrap target should create spki-types.h and a bunch of
other automatically generated files.
