my wiki works now.  the error was the anchors on the FrontPage, they were
for another directory layout, but since they were all relative, one single
editing of the frontpage with manually adjusted headers made everything
work.

PATH_* are there, but only if the URL given by the user has path-segments
tailing the cgi's path.
