[bug #18437] Multiuser, chgrp: Prevent change of file_group to None when user is not file_owner

Update of bug #18437 (project mldonkey):

                 Summary: user can change the group of a file even if he is
not the owner.  (and not an admin) => Multiuser, chgrp: Prevent change of
file_group to None when user is not file_owner
