./src/utils/lib/md4.h is covered by a license mentioned in RFC 1320

Perl module Digest::MD4 also uses this code, they say about it:

This copyright does not prohibit distribution of any version of Perl
containing this extension under the terms of the GNU or Artistic licenses.
