Throwing in my 2 cents ...

I have heard arguments for having regional ASNs. The approaches to  
peering
in Europe, North America, Asia/Pacific, South America and Africa differ  
in
ways that make it desirable to have unique regional policies.

Asians may be more inclined to pay for connectivity to North America.
Americans like the world showing up at the doorstep. Europeans seem
someplace in between.

The policy and connectivity differences can result in opportunities for  
sales
that may be harder to differentiate under a global AS.
