Yes.

Since GM-2.1 currently accepts only routes from port 0 to port 0 and
port 1 to port 1, and since D cards have no port 1, packets are not
distributed across multiple ports when D cards talk to E cards (or vice
versa).  All the traffic between a D and E card will use port 0 on each
card.

This "port N speaks only to port N" strategy is subject to
change.  Refer to the RELEASE_NOTES for GM-2.1 for details.
