Regarding NRPE v2.13 , In web Interface showing connection refused by host

Dear Sir,


           I am using RHEL-5.1 on server I have installed Nagios-3.2.3 ,
nagios-plugins-1.4.16
           and nrpe-2.13.
           and on client machine fedora 2.6.32.16-150.fc12.i686.PAE ,
nagios-plugins-1.4.16 and     nrpe-2.13.

           when I am checking in web inetrface its showing in status
information for remotehost
           connection refuged by host.

           I have checked these things.

on server

          /usr/local/nagios/libexec/check_nrpe -H client-ip

giving       NRPE v2.13

        /usr/local/nagios/libexec/check_nrpe -H localhost

giving       Connection refused by host


on client

       /usr/local/nagios/libexec/check_nrpe -H localhost

giving      NRPE v2.13

       /usr/local/nagios/libexec/check_nrpe -H 10.180.5.84

giving       Connection refused by host

also I have gone through NRPE Troubleshooting_and_comman_solution.pdf
and checked
allowed_hosts=127.0.0.1,<nagios server ip>
only_from = 127.0.0.1 <Nagios server ip>

nmap <remote host ip> -p 5666     from server
giving ----
PORT STATE SERVICE
5666/tcp open nrpe

  I am running NRPE through xinetd.

please help me I am not getting what I need to do.
