Understanding Threshold Setup Check_Load

Hello,

I am using Nagios 4.2 and plugins for the same, while using check_load plugin I have configured the check as command[check_load]=/usr/local/nagios/libexec/check_load -w 15,10,5 -c 30,25,20 in nrpe.cfg 
Whereas,

I have 16 core servers. 

Can u explain me how this calculation is set and what is the threshold for this input.
