bota essa linha lá no nagios.cfg

cfg_dir=/usr/local/nagios/etc/servers

e dentro da pasta cria os arqs. ".cfg" tipo win.cfg lin.cfg server.cf, 
etc... com os hosts definitions, services, hostgroups, etc...
