Error: Could not open CGI config file '/usr/local/nagios/etc/cgi.cfg' for reading!

I started seeing this error today after modifying the server.cfg file.
 I have double-checked all of the file permissions & the httpd server
config file & all seems as it should be.

Where else do I look?
