policies_to_operate_on, I think

Wes, I'm still trying to get the Create New option to work in adding
roles to clients in client_admin. Choosing roles is a multi-checkbox.
Now that I've added back the "create new" box, when it goes to 
policies_to_operate_on I get a "Use of unintialized value in string eq line 143"
error. And this wasn't going to work anyway, because "Create New" not
being a role name, it wouldn't get returned by policies_to_operate_on.
so I need a different way to access the list of rolepicked var names to
see if one of them eq "Create New". Any suggestions? Is this all too vague
a question?
