Abhijit, I updated np-datad, that was indeed the error. The copy of np-datad I had in /sbin (and was executing) was dated Feb. 2, 2004! So I just removed that, it must be from before make install got reorganized. It seems to work just right now. I do have one other question about np-datad. When you run it, and the rows in policychange get processed (and marked with status 3), the managerid also changes.
