Unfortunately, most of the Net-Policy infrastructure hasn't been worked on in quite a while. So yes (for example), np-install is out of date. It should still be possible to install most of the RPMs pretty quickly by selectively using yum on the package names. However, the GUI interface was entire entirely finished and although it should be function it was never made to be as easy as (at least) I wanted to see it get to be. There isn't another system like it, IMHO.
