Odd...  This is a stock redhat 9 box with the stock perl?  What
version of the perl-CGI module do you have installed?

What is on line #85 of your htmlmanager.pm file?  (note that we don't
call rearrange, so it must be a problem with the CGI.pm and
CGI::Util.pm files)
