Wes, I solved this reinstalling iptables from source code. RH9 install an
iptables version from a RPM and np-plutoplus don't recognize it even
specifing the path. I reinstall iptables from source code without removing
the one RH9 installed, of course same version 1.27a, please let me know if
this will cause me future problems working with net-policy
