major changes being checked in tomorrow

Unless someone has a compelling reason I shouldn't, I will be checking in major changes tomorrow that will break net-policy until further changes are done. These are changes that split the database into three databases. Before I check this in, I will place a tag, something like netpolicy-before-db-changes, so the before-tree will still be obtainable. Please let me know TODAY if this causes you major problems.
