net-policy RPM

with the example you sent me and a few tweaks here and there, I can no successfully build a net-policy rpm w/out having to be root.
However, there is a wrinkle. I tried to install the rpm:
# rpm -ivh net-policy-1.0.0-1.i386.rpm
error: failed dependencies:
libdb_cxx-4.1.so is needed by net-policy-1.0.0-1
libsmi.so.2 is needed by net-policy-1.0.0-1
libsqlplus.so.1 is needed by net-policy-1.0.0-1
# locate libsmi.so
/usr/local/lib/libsmi.so.2.0.20
/usr/local/lib/libsmi.so.2
/usr/local/lib/libsmi.so
All these libs exist on my system. Could it be possible that RPM will only recognize them if they were installed as part of some other RPM?
