building net-policy from RPMs

In order to build net-policy, there is a long list of required software.

apache
mod_ssl
mysql
mysql++
perl + modules
libsmi
opensnmp
Berkely-db

Having moved /usr/local out of the way, everything built there is gone.

To fully test the newly available RPMs for net-policy, np-cerberus, 
np-plutoplus, and net-snmp, what else needs to come from RPMs and what is 
still compiled from source? I need to know this in order to best check out 
everything. Thanks.
