Net-policy new user

Hi all,

I'm working on a new project to install and configure
a new VPN/IPSec network in Brazil.

I'd like to use net-policy instead of CISCO VPNSC 3.0
because the cost of the Cisco product.

I just want to know if the net-policy has the same
functionality of Cisco VPNSC and if you know which
companies are using the net-policy product for such
task.
