configuration / policy selection brokenness?

Wes, can you explain what you meant about the configuration stuff
being broken / policy selection? I can't think what I may have done
recently that would have changed policy selection, but it may have
been inadvertent. I had Roger test my changes, but I think he just
tested client/role creation and assignment (since that's what I was
meaning to modify). Let me know what you're seeing, and I'll have a look.
