Account lockout for v3 user

Hi, I am trying to implement account lockout for v3 user in netsnmp. When the user enters lockout mode, I want to drop all the v3 packets sent during lockout period. Can this be achieved by doing some changes in snmpd.conf file? Thanks in advance.
