Essentially the Net-SNMP configure script looks for functions to
determine the level of openssl support in configure.in near line 4643
and you might refer to those checks for determining why you're not
getting support for the algorithms you want.

Is there any reason you're not using a newer Net-SNMP release?  5.4 is
really overdue for being dropped from support.  And the newer versions
have better SSL checks.  You can also specify --with-openssl=internal
to avoid issues with linking to external openssl packages.
