I figured out the problem.  In order to duplicate how things get setup
when you set a 'monitor' through the config, you have to do the same
snmpset command with version 3 snmp commands and with at least
authNoPriv.  This is if you want to duplicate what happens internally
when the 'monitor' option is used in the config.  There may be a way to
do this using a version lower than 3.  I don't know.  I got it to work
with version 3 and at least authNoPriv.  Thanks for the reply though.
For a while there I didn't think I was going to get anything.  It is
nice to have the help.
