CONFUSED :S

Dear users
I get this when I try installing SNMP:
bash-3.00# rpm -Uvh net-snmp-5.1.3-1.i686.rpm

Does this mean SNMP is already installed? I did ran this command yesterday
when someone told me to:
perl -MCPAN -e shell
install Net::SNMP
Did the above install SNMP program as well as linking/binding it to my Perl?
If so, how can I start up SNMP?
