Yes, you can add entries in these tables by putting entries in the 
snmpd.conf file.

For adding entry in snmpNotifyFilterProfileTable:
    snmpNotifyFilterProfileTable    internal0    filterprofilename1    
5    1

Do a similar thing for the snmpNotifyFilterTable. The config directive 
to be used is 'snmpNotifyFilterTable'
