how to enable USM support in net-snmp binary install?

Hi, I have installed the binaries net-snmp-5.1.3-1.win32.exe and want to send v3 authPriv getnext to my agent. I am getting USM support not enabled error. Is there a way to enable encryption in binary install, or I have to compile the source with open SSL?
