Try running snmptrapd -f -Le -Dread_config That will show whether the trap daemon is reading your config entries or not. snmptrapd -f -Le -Dsnmptrapd will show what it is trying to do with incoming traps. snmptrapd -f -Le -Drun should show whether it is attempting to run the command. That might give a few clues as to what is going wrong.
