does net-snmp cache snmp counters

Hello, I am having some trouble with a hosh speed monitoring tool that I have build. This tool polls the switch counter about 100 times per second. The problem is that when I run iperf tests and monitor with my tool, The SNMP counters change every half second, on all the ports except on port 1, where the counter are updated all the time. This tests have been performed on Cisco switch both with the command line tools and my tool. The test has also been performed on an HP and on that switch all the counter change every half second (about). Hence my question, does net-snmp cache counter values?
