I'm very sure no apps is using udp:161 and udpv6:161.

I'm really surpriced co's it works fine if I specify the address list
in the command line, but not if I put them in the agentaddress directive.

Event If I specify only a single address udp:161 in the agentaddress, the
same error occurs.
