Now I figured it out. This problem occurs if I run snmpd with
the "-c" option.

I removed "-c" option and put the config file in /usr/local/etc (also tried
other directories looked up by snnmpd) and it worked!

I think this is a BUG, the implemnentation may have re-read the line for
agentaddress which maybe not re-entrant or haven't checked it if it was 
already
added. I turned on -Dread_config but the logs didn't offer much clue.
