DISMAN-EVENT-MIB SUPPORT (READ: SENDING TRAPS ON ERRORS)
In particular, you'll need
agentSecName NAME (with a valid SNMPv3 user name)
defaultMonitors yes
plus the cpu monitor directives.

Which traps are you sending?
That will affect which MIBs you need to load.
But that sounds more like a problem with your NNM configuration.
We can't really help you with that - you'd be better off asking
on an HP OV forum for assistance with that side of things.
