Yes.
$ man snmpd.conf
sysdescr STRING
Sets the system description ... for the agent.

The Net-SNMP agent doesn't support reading the description
from a separate file. It takes the string directly from the
snmpd.conf directive.
Reading a separate file is an interesting idea.
I suggest you log this as a Feature Request in the
project tracker system, so it doesn't get forgotten.
