You are quite correct - encryption support requires OpenSSL. If the binaries you are using don't include this, you'd have to recompile the source with OpenSSL, or download a new set of binaries that do. I believe that the most recent 5.2.2 Windows binaries include a version that *does* include SSL support. Try installing that.
