By default, net-snmp uses it's own algorithm for determining it's
engineID.  It's based on time and a random number.  We do not use the
IP address based mechanism like most other vendors since its much more
prone to engineID collisions (one of the other vendors by default
wipes out all the users when you change the ip address...  we're
slightly more friendly than that ;-)
