Rpmbuild issue with SLES9 SP2 and net-snmp-5.2.1.2

Following an earlier post by JMG in July, I find I am suffering the same 
rpmbuild failure - the make install portion of the rpmbuild process 
installs the built files in the root directory structure (eg 
/usr/lib/libnetsnmp.so)  rather than in the expected /tmp/net-snmp-root 
and the build fails with multiple "file not found" messages. I have tested 
a build on RHEL3 QU5 and found that to be successful. I assume that the 
failure is due to an OS environment string or other "rpm" based parameter 
but even after placing an "echo $RPM_BUILD_ROOT" in the spec file I find 
the /tmp/net-snmp-root file to be the value in that variable.  An 
examination of the output of "rpmbuild --showrc" has not produced anything 
obvious. Does anyone know the likely variable? 

Fyi, following the hint given by Robert Story back in July, I examined the 
Makefile which is dynamically generated and the prefix and exec_prefix 
directories are both /usr.
