	$ man snmptrapd.conf
	    :
	ACCESS CONTROL
	    :
       disableAuthorization yes
              will disable the above access control checks,
              and revert to the previous behaviour of
              accepting all incoming notifications.

Submit it to the Patches tracker, and we'll consider incorporating
it into future releases.   I know there's a bit of a backlog on
that tracker, but I do plan to turn my attention to that once I've
finished blitzing the Bugs list.
