Is it that the trap is not received, or is not processed?

Try running the trap handler as

   snmptrapd -c /etc/snmp/snmptrapd.conf -On -f -Le -d

That should dump the raw packets as they are received,
before they're parsed or processed.

When you issue the "snmptrap" command, do you see any output
from snmptrapd ?
