perl Makefile.PL can't locate OID.pm details

This is my configure:

./configure --prefix=/myhome/net-snmp-install --with-sys-location=pluto --with-sys-contact=antonio --with-default-snmp-version=2

This the error:

This works on a Suse 10 but not on a RedHat 7.2.
