To initialize the library components.  You need to do these if you
want to send snmp requests.

Yes, the way you've done it.  You don't need to do the agent part if
you want to handle sending traps yourself (see the apps/snmptrap.c
application which doesn't send stuff over the sub-agent protcocol)
