I'm not familiar with the blastware.org configuration, but a quick look at the files they ship seems to indicate that they've build the software to sit under /opt/csw. So I suspect that the configuration file should probably be /opt/csw/share/snmp/snmpd.conf. But check the documentation that BlastWare provide to be certain. Try creating a file /opt/csw/share/snmp/snmpd.conf containing *just* rocommunity public and restart the agent. See if that works any better.
