SNMP Agent

Hi,
 
I want to make sure whether a SNMP Agent is active or not?
 
"ps -ef | grep snmpd" - shows the snmp daemon is running."                             
 
"snmpd -f -Le -d" ==> gives the following error.
 
"Warning: no access control information configured.
  It's unlikely this agent can serve any useful purpose in this state.
  Run "snmpconf -g basic_setup" to help you configure the snmpd.conf file for this agent.
[init_smux] bind failed: Address already in use
Error opening specified endpoint "udp:161"
Server Exiting with code 1"

Please may i know what is going wrong.
