Please open a bug report on www.net-snmp.org/bugs and post your net-snmp 
version, system details and the full config.log.

If you're prepared to do some investigation on your own, do a 
*case-insensitive* search for eval_pv in config.log and have a look why 
the corresponding configure tests are failing (which I assume they do).
