If you're not using SNMPv3, and don't care about losing any
dynamic configuration changes when the agent restarts, then
no - this file probably isn't necessary.

There's no mechanism for this within the Net-SNMP agent, no.
But the amount of data that is saved is typically relatively
small.   It's really only going to grow significantly if you
create a large number of table entries via SNMP SET requests.
