snmpd.conf persistent file path.

Hi All,
       I am having doubt regarding snmpd.conf file in /var/snmp location. 
1. Is net-snmp using this file for storing persistent data like v3 user name password(Encrypted form.)
2. Is this file necessary for snmpd functioning.
3. For snmpd.conf which contains v2 community , trap destination and v3 user name file i am exporting using the environment variable SNMPCONFPATH , Is there any environment variable by which i can export the persistent file path.(/var/snmp/snmpd.conf).
