See the 'ACCESS CONTROL' section of the snmptrapd man page (http://www.net-snmp.org/docs/man/snmptrapd.conf.html) to prevent the traps from being dropped. The first command you used (with -register) will register snmptrapd as a *Windows service* and will add the command line options to the registry. When you start the service using 'net start "Net-SNMP Trap Handler" or by using the service control panel, it will start snmptrapd using the command line options you specified. If you run snmptrapd on the command line, it does not look at the registry for the command line options.
