Please see the snmpd.conf(5) man page - in particular the
discussion of the 'defaultMonitors' directive.

Note that you will also need to set up a suitable SNMPv3 user,
configure access for this user, and get the monitoring to use
this user (via agentSecName or iquerySecName).

All of this is covered in the man page.
