Problem with linkUpDownNotifications

Hi everyone, 
 
 I am using Net-snmp on Fedora core 4. I could not enable the it to send trap whenever the ethernet link up/down. 
 - Net-SNMP version: 5.3.0.1, configure with disman module
 - Part of my snmpd.conf looks like:

 # Set up the credentials to retrieve monitored values
 agentSecName internal
 rouser internal
 # Active the standard monitoring entries
 defaultMonitors         yes
 linkUpDownNotifications yes
 - When I run snmpd, I only got

Also, when i do snmpwalk -v 1 -c TEST localhost .1.3.6.1.2.1.31.1.1.1 ,it returns
 IF-MIB::ifLinkUpDownTrapEnable.1 = INTEGER: 0
 IF-MIB::ifLinkUpDownTrapEnable.2 = INTEGER: 0
 IF-MIB::ifLinkUpDownTrapEnable.3 = INTEGER: 0
 IF-MIB::ifLinkUpDownTrapEnable.4 = INTEGER: 0
 That means it hasn't enabled the LinkUpDownTrap, right? Can anyone give me some advice? 
 What does the agentSecName internal & rouser internal means in this case?
