FIPS140 compliance

Hi, I heard somewhere that SNMPv3 does not satisfy FIPS140, at least for level 3. I believe it has something to do with the privacy keys being derived from the user passwords and someone (NIST?) didn't like it. Does anyone know if that is true? Are the privacy keys really derived from the user password? Are there other alternatives to generating the privacy keys that would be FIPS140 compliant???
